This country was founded on the rights to life, liberty and the pursuit of happiness. The United States of America is a mixture of cultures, races, religions, ethnicities, and communities. With that said any productive individual who abides by the laws and regulations of the country, and contributes to the betterment of the American Economy and Society has the right to make a home in this great Country.
Immigration is a serious issue for numerous reasons: flow of U.S. currency out of the country with little to no return, drug trafficking, crime, use and abuse of American benefits, while our country can benefit from any positive contribution to our economy, society and overall social structure, such as reducing labor inflation and economical expansion. I have a few proposed ideas:
National Registration- All illegal immigrants in the country must register for "Probationary Residency" status within a one time fixed time period. Any failure to register after the assigned registration term will result in immediate deportation.
Probationary Residency status is the agreement that the government will provide American benefits and care to every probationary resident such as:
-Drivers license
-Rights to tuition grants and scholarships
-Rights to emergency services
-Rights to protection under the law
-Rights to employment
In exchange Immigrant gives permission for random Investigation by the Immigration Department, IRS, D.E.A., and D.C.F.S, while on Probationary Residence Status, which status is identified by a "Yellow Card".
Deportation will result in adult violations such as:
-Tax Evasion
- Majority of Felony Charges
-Certain Misdemeanors:
-Sexual battery
-Child abuse
-Child pornography
-Distribution of alcohol, narcotics, or pornography to a minor
-Soliciting of a minor
-Reoccurrence in certain offenses:
-D.U.I.
-D.W.I.
-Possession, distribution, cultivation, and/or creation of narcotics.
Probationary Residence status includes agreements to:
-Pay taxes on out of country money transfers
-Pay standard immigration fees
-Pay an addition fine for previous illegal inhabitation
Juvenile violations will be handled through normal due process in court excluding violations such as:
-Treason
-First-degree murder
Which will result in Deportation.
Illegal inhabitation fine must be paid in full by the end of the probationary term. Illegal inhabitation fine will be a flat fee for all adults 18 and up. An age ratio will determine the fine amount for persons 18 and under.
Immediate family members will qualify for application of probationary status out of country provided with proof of kinship. Upon arrival to the United States, the applicant must report in upon arrival, probationary period begins when arrival is confirmed.
Traveling on Probationary Residency Status out of country is only allowed twice within the probationary status, for a limited time. Criminal Violation Probation begins the day of registration. Prior offenses will be handled by normal due process excluding:
-Murder
-Child molestation
-Sexual child abuse
The yellow card number will be used like a social security number to apply for things such as insurance, work, government benefits, etc. The yellow card will be issued to the individual the day of registration. Any persons 18 years of age and up will have an independent yellow card, and persons under the age of 18 will have a custodial yellow card that is tied to one or more parents until the day the individual turns the age of 18. In order to complete Probationary Residency, the individual must pass the standard immigrant English proficiency exam.
Limbo Residency Reduction - Reduce the waiting period for residency of applicants who are out of country on a term reduction bases.
Continued Residency - After completion of Probationary Residence Status, the individual receives Residency; from that point standard citizenship requirements apply.
Clauses:
-Roman Militant Clause: Any immigrant who passes the standard citizen examinations and joins the military and performs a full service receives citizenship, including legal spouse and legal children. Standard citizen examinations still apply to immediate legal family members.
-Educator Clause: Any immigrant who enters the educational field and teaches for a certain time period receives Residency including; legal spouse and legal children. Standard resident examinations still apply to immediate legal family members.

No, You will only be deported for certain offenses commited from the
registration date on, any prior offenses will be handled with normal
legal due process
